In socially oriented economy one of the main development aims is ensuring the adequate living standard for all citizens. Changes in economic and social sphere of such Central Eastern Europe (further in the text – CEE) countries as Latvia, Lithuania, Estonia, Poland, Romania, the Czech Republic, Hungary and Slovakia during the last decade, their integration into the European Union, and also the influence of globalization factors demand the statistical evaluation and the development of a new research methodology. The population of these countries rightfully expects from the entrance into the Europe Union the raise of their living standard. The underestimation of the significance of the living standard of the population can turn into social tensity and population mistrust to national and regional authorities. In this connection, supplying administrative bodies of all levels and also country population with authentic information about processes taking place in the social sphere in whole, and, in particular, about the living standard, becomes one of the most important tasks.
